Induced at 36/37 weeks?

My doctor says I will be induced after I reach at least 36/37 weeks due to my baby being small and having restricted growth IGUR? I go for ultrasounds twice a week I am 34 weeks now will be 35 weeks sunday my baby weighs 3 pounds 8 ounces now. If hes so small will he have to go to the NICU? hes healthy otherwise
