Is seizures for newborn cured forever?

a lot of problem happen during my wife labor, they inject her with epidural that didn’t work and after 12 hours they decide to do c-section with full anesthesia, my baby born without respire, they put him immediate on oxygen machine, and after hours his lungs work normal, after 24 hours of his life he start involuntary movement for his arm and legs, they directly put him on Phenobarbital 40mg/day and the what they name it seizures disappear, the ER and MRI and some blood tests show normal results, only the EEG shows that there is some "cortical irritation", after 9 days in NICU they release my baby and they decrease the dose to 20mg/day for one month and another EEG should be done and doctor will decide about him. my question is until now my baby is 1 month old and he look normal no seizures, is doctor going to stop the medication or decrease the dose or is my baby is normal just because he is on medication and if we stop he will repeat the seizures??? is seizures for newborn will be cure????????
